Japan Agency for Development and Emergency (JADE), a JPF member NGO, continues its counseling project for vulnerable people among Venezuelan refugees and the host community

In April, JADE provided support to 308 Venezuelan displaced persons and 4 Peruvians.
The support included referrals to organizations that provide cash assistance to displaced persons who are unable to pay the fees required to renew their residency certificates, and arranging for displaced persons suffering from cancer, HIV, and other illnesses requiring advanced medical care to receive treatment at hospitals. They also provided many consultations on psychosocial cares.

PLAN to Support Displaced Persons in Taking Technical Courses

PLAN International (PLAN), a JJPF member NGO, is working to help displaced Venezuelans and residents of host communities in Piura and Cusco acquire the knowledge and skills necessary to start and run a business and build a foundation for a stable income. The actual training is conducted on the Zoom, which offers a wide variety of courses, including cooking, pizza making, esthetics, baking, hairdressing, commerce, and office management.

Reorganization of the implementation system of consultation support services by JADE

Japan Agency for Development and Emergency (JADE), a JPF member NGO, has received a great number of consultations for its consultation and support program for displaced Venezuelans and host communities, which began in January 2022. In particular, the number of consultations on psychosocial issues has increased rapidly. In light of this, JADE has recently reorganized its implementation system to focus on psychosocial care, after consulting with experts in the field. In addition, as a result of outreach activities by receptionist volunteers, women who have suffered from domestic violence are now being evacuated to shelters and reported to the police. Thus, JADE's counseling and support services are beginning to function effectively in the community.

JADE Consultation Services for Displaced Venezuelans and Host Communities

Japan Agency for Development and Emergency (JADE), a JPF member NGO, provides counseling services to vulnerable displaced Venezuelans and host communities to address their daily concerns and needs. Currently, JADE is receiving a very large number of consultations and is proactively responding by hiring additional counselors. In addition, outreach activities by Venezuelan refugees and host communities participating as volunteer receptionists have started, and cases of mutual assistance by communities have been reported, such as the community helping to arrange and carry out funerals for single mothers of Venezuelan refugees who have lost children.

Economic Independence of Displaced People

Plan International (PLAN), a JPF member NGO, has been supporting displaced Venezuelans in Cusco and Piura, Peru. To help displaced people make a living, PLAN continues to provide training on how to start small businesses. Some of them who have completed the training have already started businesses in various fields such as food processing, medical care, and beauty services.

The support includes activities aimed at promoting economic independence, such as providing training for displaced people and host community residents who want to start their own businesses, and providing tablets to those who take the trainings.

Continuing PLAN Support for Displaced Venezuelans

Plan International (PLAN), a JPF member NGO, is expanding its support for displaced Venezuelans in Piura and Cusco, two regional cities in Peru, as a JPF project. In addition to distributing food, hygiene items, and educational materials, PLAN has been providing information on basic services and promoting livelihoods through skills training to support the displaced people in need of immediate assistance, and will continue to provide support to the displaced people and host community residents after October.

Venezuela has been in a state of crisis on all fronts since January 2019 as the situation in the country continues to deteriorate, with power outages, water cuts, food shortages, and the closure of hospitals and schools. The number of displaced persons in neighboring countries has risen to approximately 5.4 million, and JPF is distributing goods, providing protection, and helping to improve the lives of the more vulnerable displaced persons, such as children without guardians, women who are heads of households, and the elderly, in the Peruvian capital of Lima and in regional cities such as Piura and Cusco.

Distribution of goods to refugees from Venezuela

Japan Agency for Development and Emergency (JADE), a member NGO of JPF, is supporting the displaced people of Venezuela who have taken refuge in Peru. In particular, JADE is distributing essential supplies to highly vulnerable displaced people, such as women, children, and the elderly.

After the procurement of supplies was completed, orientation sessions were held for the distribution staff on how to treat the beneficiaries and how to prevent COVID-19 infection. They have started distributing hygiene products and cooking utensils.

PLAN to Protect Displaced Venezuelans

Plan International Japan (PLAN), a JPF member NGO, is implementing a JPF program to protect and improve the livelihoods of displaced Venezuelans in the provincial cities of Piura and Cusco, Peru.

As part of the project to protect the displaced, a communication session for displaced families was held online. The session included games and quizzes, participatory learning about children's rights, and information for adults about positive parenting during the time of Pandemic, how to better manage emotions, and where to report violence.

Supporting Venezuelan Refugees in the Capital Lima

Japan Agency for Development and Emergency (JADE), a JPF member NGO, is currently assisting in Lima, the capital of Peru.

As a JPF program, they are distributing necessary supplies to displaced Venezuelans, especially women, children, and the elderly, who are in a more vulnerable position.

Many Venezuelans who have taken refuge in Peru would like to settle in the country, but have not been granted permission to do so. Because of the lack of residence permits, many are not employed on a regular basis, but instead live as street vendors or day laborers, and their income has been affected by the restrictions on going out due to the new coronavirus. Many of them are in a difficult situation, and there is no sign of an end to the infection in the area.

JADE is helping to improve the standard of living. We are working to distribute feminine hygiene products such as toilet paper, masks, and sanitary napkins.

PLAN Provides Assistance to Displaced Venezuelans

Peru has received the second largest number of displaced Venezuelans after Colombia.
Plan International Japan (PLAN), a JPF member NGO, supports displaced Venezuelans who have fled to Peru, and as part of a JPF program, is implementing a project to protect and improve the livelihoods of displaced people in the regional cities of Piura and Cusco.

PLAN is distributing food, soap, sanitary products, diapers and other livelihood items to the displaced and vulnerable members of the host communities.
As the spread of the new coronavirus is not yet under control, awareness-raising messages on infection prevention are also being sent out through social networking services. Information on the symptoms of corona, how to deal with it, and how to explain it to children are being shared for parents.

PLAN Assisting Venezuelan Refugees in Peru

As part of the JPF program, JPF member NGO PLAN International Japan (PLAN) is implementing a protection and livelihood improvement project in Peru for the migrants and refugees from Venezuela.

In provincial cities that are often left out of other assistance efforts, PLAN provides psychosocial support to the migrants and refugees, and supports the restarting of businesses for young people to ensure sustainable stability in their lives. In addition, PLAN provides daily necessities to the displaced people and the host community residents.

Information on official procedures is also provided, and more than 870 people have received this information using a smartphone application. The information includes how to receive basic services such as health care and education, public procedures such as resident registration, and prevention of gender-based violence. Users can also send questions, so the app functions as a hotline in addition to an information hub.

JADE Distributes Everyday Essential Items

As part of the JPF program, JPF member NGO Japan Agency for Development and Emergency (JADE) is assisting Venezuelan migrants and refugees in Peru. They are distributing daily essential items to the displaced people, particularly to those with high levels of vulnerability such as women, children, and the elderly.

Since the beginning of the economic crisis in 2015, many people from Venezuela have fled to other Latin American countries, and it is estimated that more than one million displaced Venezuelans are living in Peru, including those who are not officially registered. Many have applied but have not been granted official permission to stay in Peru, so they are unable to find stable full-time employment and are forced to live in unstable conditions such as through day labor.

JADE distributed toilet paper and menstrual products, which are everyday essential items, to the displaced women whose lives have become even more difficult due to the COVID-19 pandemic. Since the pandemic has made it impossible for people to prepare meals in the communal kitchens using shared cooking utensils, JADE also distributes cooking utensils so that each household can prepare their own meals.

Additionally, in order to prevent conflicts between the Venezuelan refugees and the Peruvian host community members and to promote reconciliation, JADE is also providing support to vulnerable households in the host community who have lost their jobs or places to live due to the pandemic.

PLAN’s Protection and Livelihood Improvement Support for Refugees in Peru

As part of the JPF program, JPF member NGO PLAN International Japan (PLAN) is implementing a protection and livelihood improvement project in the cities of Piura and Cusco, Peru, for the migrants and refugees from Venezuela.

PLAN provides assistance in these provincial cities for the migrants, refugees, and host community residents in need as they are often left out of other assistances. They provide food, hygiene items and other daily necessities, information on official procedures, psychosocial support, and support to restart businesses to stabilize livelihoods.

PLAN International Peru, which is PLAN International Japan’s local partner, has released a video of their activities in response to the new coronavirus. The video shows how they are working to protect children and youth from violence and provide educational support to those who are more vulnerable due to the coronavirus pandemic.

The video is in Spanish, but you can see how the children are working hard in their daily lives and studies with hopes for the future. Davinia, a 10-year-old girl, said, "I want to continue studying because I want to be a preschool teacher, and I have to put in all my effort.” At the end of the video, you can also see the JPF logo, so please look for it.

PLAN's Assistance for Migrants and Refugees

As part of the JPF program, JPF member NGO PLAN International Japan (PLAN) is implementing a protection and livelihood improvement project in the cities of Piura and Cusco, Peru, for the migrants and refugees from Venezuela.

As part of the project, PLAN will provide food, hygiene items, and other daily necessities to displaced people from Venezuela and the host community residents in Piura and Cusco, who are facing difficulties in securing food and other necessities due in part to the rising prices.

PLAN will also provide information on official procedures and psychosocial support to the many migrants and refugees who are unable to access basic services because information on residence permit applications, birth registrations, and other processes are not widely known.

Currently, PLAN is conducting market research and selecting beneficiaries for the distribution of relief items.

PLAN Beginning New Project

In October, as part of the JPF program, JPF member NGO PLAN International (PLAN) began a protection and livelihood improvement project in the cities of Piura and Cusco, Peru, for the migrants and refugees from Venezuela.

Due to the impact of the new coronavirus pandemic, the prices of food and daily essential items have continued to rise, making it difficult for displaced people from Venezuela and the host community residents to secure food and other daily necessities.

Currently, most assistance for displaced Venezuelans has been concentrated in the Peruvian capital city of Lima and the border areas, leaving behind the migrants and refugees who reside in provincial cities. This is why PLAN began to provide assistance in the two regional cities of Piura and Cusco. PLAN is providing the displaced persons and host community members in need with food, hygiene kits, and other daily essential items, as well as information on official procedures and psychosocial support. They are simultaneously improving the livelihoods of Venezuelan refugees and migrants through helping them resume their businesses so that the people can sustainably stabilize their lives.

Using the Internet for Assistance Provision: JADE's support for Venezuelan refugees and migrants

JPF member NGO Japan Agency for Development and Emergency (JADE) is currently implementing a protection and socio-economic integration project to assist Venezuelan migrants and refugees in Peru, particularly those with high levels of vulnerability such as women, children, and the elderly.

Due to the impact of the new coronavirus, there are restrictions on people gathering, so JADE is providing legal advice and psychosocial counseling to beneficiaries via phone, email, and social media. Late last month, an online event was held with 60 Venezuelan displaced persons and more than 40 aid workers in attendance. The event connected online the Venezuelan migrants and refugees living in various parts of Peru, and they shared their current living conditions and problems they are facing in this pandemic as well as how they are helping each other. Advice was given to them on how best to respond to these issues. There were many requests for this event to be continued in the future.

JADE’s Assistance Activity in Peru

As a JPF grant project, JPF member NGO Japan Agency for Development and Emergency (JADE) is currently implementing a protection and socio-economic integration project to assist Venezuelan migrants and refugees in Peru, particularly those with high levels of vulnerability such as women, children, and the elderly.

In Peru, to which a large number of people have fled from Venezuela, refugees and migrants have faced problems as they have not been able to receive legal advice needed to apply for residence permits or psychosocial counseling that they need. In response, JADE is currently supporting the people in need with legal advice and psychosocial counseling, both provided by experts. Currently, the economic situation in Peru continues to deteriorate due to the impact of the new coronavirus, and this had made the situation for the Venezuelan refugees and migrants extremely difficult in all aspects.

JADE Continuing Response

As a JPF grant project, JPF member NGO Japan Agency for Development and Emergency (JADE) is currently implementing a protection and socio-economic integration project to assist Venezuelan migrants and refugees in Peru, particularly those with high levels of vulnerability, such as women, children, and the elderly. Due to the impact of the new coronavirus, which has resulted in restrictions on entry into Peru and a local curfew, the program will be extended beyond the original schedule until the end of October.

JADE will continue to provide support for social gatherings and other activities to promote mutual understanding between the Peruvian community and the Venezuelan migrants and refugees, who have not yet integrated socially into the local community.

As a JPF grant project, JPF member NGO PLAN International (PLAN) had been implementing a protection project in the cities of Piura and Cusco, Peru, for the migrants and refugees from Venezuela and for the host community members.

PLAN’s project began in September 2019 and was entitled “Protection Project for Venezuelan Migrants, Refugees, and Host Community Members: Amistad Sin Frontera (Friendship Without Borders).” There was a two-month extension of the project term due to COVID-19, but it was successfully completed in April 2020, having supported a total of 1,200 households in both Piura and Cusco.

Assistance in Times of COVID-19: In Peru

As a JPF grant project, JPF member NGO PLAN International (PLAN) implemented a protection project in the cities of Piura and Cusco, Peru, for the migrants and refugees from Venezuela and for the host community members. Even though there are restrictions on people leaving their homes, the situation in Peru is serious with a few hundred new COVID-19 cases added each day, amounting to a total of over 51,000 cases and over 1,400 deaths (WHO, 7th May 2020).

Due to the effects of COVID-19, refugees and migrants from Venezuela who had been day-laborers or had jobs with unstable incomes are in even more dire circumstances now without sufficient aid from the country. This is why PLAN decided to provide food for the people in need. Utilizing online tools, PLAN distributed coupons that could be used to receive food packages at a supermarket working with PLAN. Over 500 households have received food this way. Food provision is only a temporary assistance, but we hope that this will help encourage the refugees and migrants nonetheless.

Pandemic’s Effects on the Migrants and Refugees from Venezuela

In response to the spread of COVID-19, UNHCR, the UN Refugee Agency, and International Organization for Migration (IOM) called attention to the challenges facing Venezuelan refugees and migrants as the pandemic compounded an already desperate situation for them.

Eduardo Stein, joint UNHCR-IOM Special Representative for refugees and migrants from Venezuela, appealed that we should not lose sight of the needs of millions of refugees and migrants who have fled Venezuela, even as the world focuses its attention on COVID-19. While many Venezuelan refugees and migrants are living on insufficient income as they try to cover basic needs such as housing and food, some are completely without shelter. Given these conditions, there is greater need for cooperation among the international community to help support them.

Venezuela -1 in 3 lack food-

Crisis continues in Venezuela. According to the World Food Programme (WFP), nine million people or one in three Venezuelans do not have enough food to eat and are in need of assistance due to hyperinflation in the country. WFP reports that 59% of households do not have sufficient income to purchase food, while 65% cannot buy essential daily items such as hygiene products, clothes, and shoes. Lack of access to food results in malnutrition, and it affects the most vulnerable among Venezuelans, including children, pregnant and nursing women, and the elderly.

PLAN Providing Livelihood Assistance for Venezuelans in Peru

As a JPF grant project, JPF member NGO PLAN International (PLAN) is implementing a protection project in the cities of Piura and Cusco, Peru, for the migrants and refugees from Venezuela and for the host community members. PLAN continues to work in these two Peruvian cities where many from Venezuela live, and they have been providing daily essential items, feminine hygiene products, and crime-prevention items as well as hosting child-friendly spaces (CFSs) there. In January, they have also distributed winter clothes. We hope that there will be improvements in the lives of people from Venezuela in Peru now who are far away from home.

PLAN’s Livelihood Assistance in Two Peruvian Cities

As a JPF grant project, JPF member NGO Plan International Japan (PLAN) has been implementing a protection project for Venezuelan migrants and refugees and host community residents in the cities of Piura and Cusco in Peru. Political turmoil persists in the South American nation of Venezuela. With schools and hospitals closing have closed, rapid rise in prices due to hyperinflation, and lack of goods, people’s lives have become extremely difficult and many have had to flee to neighboring countries. PLAN has been working in the two Peruvian cities of Piura and Cusco where many people from Venezuela are now living.

In addition to distributing daily necessities, PLAN is providing feminine hygiene products, giving crime-prevention items, and hosting child-friendly spaces where the children can play safely. People have left Venezuela, rode on buses, and walked to finally arrive in Peru, but life is far from easy there. We hope that this project would help make life a little less difficult for them each and every day.

For the migrants and refugees in these two regions in Peru, PLAN is providing feminine hygiene products, giving crime-prevention items, and hosting child-friendly spaces. Assistance for Refugees and Migrants from Venezuela: State of Aid Provision Among UN Agencies, by OCHA

JPF has been supporting the refugees and migrants from Venezuela in response to the ongoing flow of people leaving the country to flee domestic turmoil.

According to the September Situation Report published by the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) in November, there are about 7 million people in need of humanitarian assistance due to this crisis. OCHA’s target population from the Humanitarian Response Plan 2019 is 2.6 million people.

In terms of aid that have been provided, as of September 2019, 149,000 people have been provided access to safe drinking water, while 35,000 students have received educational services. Additionally, over 20,000 people have received specialized protection, and 50,000 people have received distributions of food and other relief items.

A total of 223 million dollars would be required to implement the Humanitarian Response Plan 2019. However, as of November 14, only 157.9 million has been received, resulting in a shortage of funds necessary to execute activities included in this plan.
