Equipment Kit Lending and Damage Assessment for Restoration of Damaged Schools

SEEDS Asia (SEEDS), a JPF member NGO providing assistance to the victims of Typhoon Rai in Cebu Province, confirmed information on the number of schools that had not yet been cleared of fallen trees and debris as of the end of May, revealing 203 in the targeted districts. Clean-up kits were purchased, and visits were made to the district offices of each Ministry of Education to explain how the materials and equipment could be used. In addition, from May 4 to 27, we visited about 20 targeted elementary schools and other schools to coordinate the work schedule.

ADRA Japan, a JPF member NGO providing assistance to typhoon Rai victims, has started to deliver cement, gravel, sand, rebar, and plywood to affected households in Western Negros Province, Philippines, for building house foundations for the restoration of houses. In transporting the materials and equipment, ADRA Japan has received support from the town halls of Sipalay City and Ilog Town by allowing the use of trucks.

Peace Winds Japan (PWJ), a JPF member NGO, has started a relief project to distribute daily commodities in Cebu Island to support people affected by Typhoon Rai that hit the Philippines (operating from March to August). We will deliver supplies to those in need.
Support Programs by Member NGOs

JPF member NGOs have started support projects in the Philippines affected by Typhoon Lai. ADRA will rehabilitate homes in Western Negros Province, and CWS will provide housing, mental health and psychosocial support, and water health support in South Leyte Province.
Damage update

The number of victims is increasing as the damage situation by typhoon Rai is grasped. According to the OCHA report (Philippines: Super Typhoon Rai (Odette) - Humanitarian Snapshot) released on January 13, 8 million people were affected (6.2 million as of December 30). Specific support projects by JPF will be reported as soon as they are finalized.

According to the OCHA report (Philippines: Super Typhoon Rai (Odette) - Situation Report No. 1) released on December 30, 2021, 6.2 million people were affected, 710,000 houses were damaged, and 560,000 people were evacuated. All of these figures are higher than those as of December 22, 2021 (2.6 million people affected, 160,000 houses damaged, 400,000 evacuees). There are concerns that the figures may increase further in the future, and JPF will continue to monitor the situation and make adjustments for support.
Launch of Support Program for the People Affected by Typhoon Rai

On December 25, JPF decided to launch the support program for people affected by Typhoon Rai, which hit the south-central Philippines. JPF has provided support to sufferers from major typhoons in the Philippines in the past, and will continue to provide support together with experienced member NGOs and local organizations.

On December 25, Japan Platform (JPF; Chiyoda-ku, Tokyo) - an emergency humanitarian aid organization established in 2000 in partnership among NGOs, the government, and the business community - decided to launch an emergency response to provide assistance to the people affected by Typhoon Rai (local name: Odette), which hit southern central Philippines. We look forward to receiving your support.
<Overview>
Between December 16 and 18, the Category 5 Typhoon Rai traversed across the Visayas in the Philippines, causing damages in many areas due to strong winds, flooding, and landslides. On December 21, a state of calamity was declared in the six regions. As of December 22, 177 deaths, 275 injuries, and 38 missing persons have been reported. A total of 2.6 million people (or around 680,000 households) were affected, and approximately 160,000 houses were totally or partially damaged*1.

The Philippine government announced on December 19 that it would accept assistance from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and others, and aid coordination efforts have been underway since December 20. Although we do not have sufficient information at this time, shelter, food, WASH (water, sanitation, and hygiene), and health are among the immediate priority needs in the affected areas.

Considering the severity of the damages and the need for relief in the affected areas, JPF has decided to launch a response. JPF member NGOs will be providing food, shelter, health, and other assistance to the people in need, utilizing their experiences in disaster areas and their partnerships with local organizations.
As the Philippines has had a total of more than 2.83 million confirmed cases of COVID-19 with over 50,000 deaths*2, we will be implementing relief activities while taking thorough preventative measures against the spread of infections. Updates will be provided regularly on the JPF website and Facebook page.
