Water Supply and Sanitation Assistance by PWJ

The number of internally displaced persons (IDPs) in Ciure District, Cabo Delgado Province, northern Mozambique, has been increasing due to the conflict. Many of these IDPs are living in resettlement settlements, but some of the resettlement settlements do not yet have water supply facilities because they are being established on previously uninhabited land. Residents in these areas rely on traditional shallow wells, which have no covers and are simply dug, as their source of water supply. This has led to fears that the inflow of rainwater and sewage water could lead to the spread of infectious diseases. Peace Winds Japan (PWJ), a JPF member NGO, is helping internally displaced persons and local residents to secure access to safe water by providing assistance in the construction of manual pump wells and latrines.

Water and Sanitation Support by GNJP

Good Neighbors Japan (GNJP), a JPF member NGO, is providing water and sanitation assistance in Metug District, where there is a high concentration of internally displaced persons in Mozambique. For example, distribution of hygiene kits. We have completed the distribution of hygiene items such as buckets, soap, and water cleaning products to 3,148 households in the target communities. In addition, we are providing various other assistance to improve the deteriorating water and sanitation environment and protect the health and livelihood of the affected people by constructing water supply facilities, building latrine slabs, and conducting hygiene promotion campaigns.

Internally displaced persons in Mozambique living in resettlement settlements are provided with farmland, but lack the tools and seeds to start farming. Peace Winds Japan (PWJ), a JPF member NGO, is helping them improve food production and restore their livelihoods by distributing farming tools and seeds in two installments, according to the time of year when the crops are cultivated, and by providing technical assistance through local partner organizations.

Because pest damage was observed in seed crops distributed during the first agricultural season (November-April), workshops were held on how to make insecticides from locally available materials. A total of about 100 people participated. Despite the pest damage, the crops are growing well and the maize is now ready for harvest. Preparations are also underway for the distribution of seeds for the second agricultural season (May-October).

Good Neighbors Japan (GNJP), a JPF member NGO, is continuing its relief efforts for people affected by the conflict in northern Mozambique. Through supporting the construction of water and sanitation facilities and the distribution of hygiene products, GNJP aims to protect the health and livelihood of the displaced people by improving their water and sanitation environment.

Securing water in resettlement settlements

Peace Winds Japan (PWJ), a JPF member NGO, is providing emergency assistance to people affected by the conflict in northern Mozambique by supporting water, sanitation, and livelihood restoration in resettlement areas. In the Nasivare resettlement settlement, PWJ supported the installation of wells to secure water, which is essential for the livelihood of the residents.

Launch of Emergency Assistance in the Province of Cabo Delgado

Decision to launch

On 26 August, Japan Platform (JPF) decided to launch an emergency response program to support people who have been internally displaced due to the armed conflict in the northern part of the Republic of Mozambique.

JPF member NGOs Good Neighbors Japan (GNJP) and Peace Winds Japan (PWJ) are planning to conduct humanitarian relief activities in Cape Delgado Province with local partner organizations, building on their experiences in disaster response in Mozambique.

In Cabo Delgado Province of northern Mozambique, the economically impoverished local residents have been discontented with the ruling FRELIMO (Frente de Libertação de Moçambique; Liberation Front of Mozambique) party and the central government who have not addressed their plight. The grievances against the party and the state have escalated into violence in 2017 in the form of attacks by Islamic extremists against government facilities, and this conflict has yet to subside. In March 2021, the largest-ever attack broke out in Palma in the northern part of the province. As of 27 August 2021, more than 732,000 people had fled their homes for fear of violence and have become internally displaced persons (IDPs)*1.
Cabo Delgado has approximately 660,000 IDPs (45% of whom are children) within their province*2, but the social infrastructure had not been adequately developed to begin with, and access to basic services has been even more limited due to the impact of the conflict in recent years. Additionally, they have been triply burdened with this conflict, damages from Cyclone Kenneth in April 2019, and the new coronavirus pandemic starting in 2020.
Pemba, the capital city of Cabo Delgado, and its surrounding areas host about 500,000 IDPs*2, and the basic infrastructure of the host communities have been stretched thin with the lack of water supply facilities becoming a greater problem. Also, sanitation has deteriorated, and cholera has spread in the region. In addition to temporary shelters, IDPs have been hosted in resettlement sites (provided by the government for those who do not wish to return to their homes) and extension settlements in host communities (where the local government allows displaced people to use community land). In all of these sites for IDPs, urgent assistance is needed for the construction and repair of water supply facilities, latrine installments, hygiene education, and shelter construction.
JPF member NGOs Good Neighbors Japan (GNJP) and Peace Winds Japan (PWJ) are planning to conduct humanitarian relief activities in Cape Delgado Province with local partner organizations, building on their experiences in disaster response in Mozambique that include support for the people affected by the 2019 Cyclone Idai that hit multiple southern African countries as well as Cyclone Eloise from earlier this year. We will provide prompt assistance in cooperation with the Mozambican authorities and international organizations while giving our utmost attention to preventing the spread of the new coronavirus and to the changes in the security situation.
