One year has passed since the torrential rains that caused great damage in Kyushu and other areas, especially in Kumamoto. Once again, we pray for the repose of the souls of those who lost their lives and express our sympathy to those affected by the disaster.
JPF and its member NGOs have been providing much-needed support by carefully utilizing donations and support from individuals and corporations. JPF and its member NGOs will continue to provide support to help the people affected by the disaster to rebuild their lives and communities.
Yesterday, July 3rd, a mudslide occurred in Atami City, which caused extensive damage. We hope that the people who are still unaccounted for are safe and that the continuous heavy rains will not cause new disasters in many areas.

In response to the floods in Kyushu, JPF has been participating in an online information sharing meeting every evening along with Kumamoto Voluntary Organizations Active in Disaster (KVOAD), Japan Voluntary Organizations Active in Disaster (JVOAD), and other relief organizations in the local areas and around the country. Wider and wider regions are affected by the floods as days go by, and on the evening of 7 July, organizations from Fukuoka, Nagasaki, Miyazaki, and Saga prefectures participated in the meeting.

We share what we know about the conditions in the affected areas, the needs of the people who are affected, and the progress of relief activities, as individual organizations consider what they can do to save lives. As this is the first disaster for Japan under the influence of the new coronavirus, we are being cautious about external relief providers entering the communities affected by this disaster as we continue to ascertain what kinds of assistance would be possible for the people in need and the local people affected by the floods and landslides

●9 July 2020 (Press Release)

Japan Platform (JPF; Chiyoda-ku, Tokyo) - an emergency humanitarian aid organization established in equal partnership among the NGOs, the Japanese government, and the business community - decided to launch the emergency response to assist people affected by the floods in Kyushu and around the country. The floods were a result of the heavy rain that started on 3 July, and they have caused serious damages.
At this time, we have also begun to call for donations. We thank you in advance for your support.

<Overview>

  • In the early morning of 4 July, Japan Meteorological Agency issued a special heavy rain warning for Kumamoto and Kagoshima prefectures. The lower basin of the Kuma River in Kumamoto flooded, and a wide area in the prefecture and around the Kyushu region have suffered serious damages due to the flooding of rivers and landslides. Over 60 people have died and are missing as a result*. Damages from the torrential rain are also seen in Gifu and Nagano prefectures, outside of Kyushu, and as more assessment is done, we expect a significant increase in the number of evacuees and needs for assistance in areas affected.
  • At JPF, our member NGO Peace Winds Japan (PWJ) began its emergency initial assessment for emergency relief provision on 4 July. On 9 July, another member NGO Humanitarian Medical Assistance (HuMA) decided to conduct its emergency initial assessment as well. Additionally, throughout the days following the floods, we have been working with various local relief organizations as well as the Kumamoto Voluntary Organizations Active in Disaster (KVOAD), the Japan Voluntary Organizations Active in Disaster (JVOAD), and others as we shared information to ascertain what kinds of assistance would be possible for the people in need and the local people affected by the floods and landslides, as this has become the first disaster for Japan under the influence of the new coronavirus.

Based on assessment results and the local conditions, JPF will carefully deliver our assistance in partnership with our member NGOs as we take thorough preventative measures against COVID-19 infections, with the general rule of relief activities implemented via local organizations. We will be posting regular updates on this response on the JPF website and our Facebook page.

Program Policies (9 July 2020)

To thoroughly prevent the spread of COVID-19, we have established the following conditions for activities within this response program:

  • As a general principle, our member NGOs will not have direct physical presence in the areas affected by this disaster. Instead, aid activities will be provided through organizations that are based in respective local areas. Our member NGOs would have direct physical presence in a given affected area only if they had a physical activity base established since before this disaster, and if they already had experience implementing activities that are rooted in that local community.
  • Our assistance will be delivered in response to requests from the local communities.
  • Thorough preventative measures will be taken upon relief provision.

Provided that the above conditions are all met, if there is need for our member NGO to have their personnel physically present in the affected area, the number of staff will be kept to a minimum and thorough infection prevention measures will be taken by all. Additionally, activities will be implemented carefully following the guidelines* set forth by JVOAD.
