The JPF projects in Saga and Fukuoka prefectures by member NGOs were completed at the end of December, and the JPF "Emergency Response to August 2021 Japan Floods Program" is now complete. We would like to express our gratitude to all of you for your generous donations and support. On the other hand, the negative impact of COVID-19 combined with the frequent occurrence of floods in recent years may have placed a more serious burden on the affected areas. We would like to ask for your continued understanding and support for JPF's emergency humanitarian assistance, so that we can respond quickly in the event of a disaster to mitigate the damage and help people on their way to rebuilding their lives.
Extension of Support Activities

The Japan Car Sharing Association (JCSA) and Shanti Volunteer Association (SVA) have been conducting support activities in Takeo City, Saga Prefecture and other areas. Based on the local situation and support needs, each organization will extend the period of the project to support the lending of vehicles and salon activities that they have been conducting so far.
Support and Exchange Center in Omachi

The Peace Boat Disaster Relief (PBV) will continue its activities in Omachi, Saga Prefecture, which was hit by torrential rains, through its support exchange centers. The PBV has been operating in three locations, including a branch of the community center, but due to renovation work, they will be consolidated into one location. From now on, we will support the reconstruction of the community at Peri.
SVA's Support in Takeo

Shanti Volunteer Association (SVA) has been conducting salon activities in cooperation with local organizations in Takeo City, Saga Prefecture, which was affected by the torrential rains in August. Through activities at six locations in the city, SVA aims to restart community center events while staying close to the residents.
AAR's Support in Takeo

The Association for Aid and Relief, Japan (AAR) is continuing to provide support to home-bound evacuees living on the second floor of damaged houses in Takeo City, Saga Prefecture, one of the areas affected by the torrential rains in August, as well as to the affected welfare offices for the disabled.
PBV's Meal Support in Omachi

The Peace Boat Disaster Relief (PBV) is continuing its support activities in Omachi, Saga Prefecture, through a local support exchange center. In the course of our support activities, we are also providing meals such as soup kitchens with the cooperation of other organizations. Lending Out Vehicles with the Support of Many People

JPF member NGOs are continuing the following support activities in Takeo City and Omachi Town in Saga Prefecture and Kurume City in Fukuoka Prefecture, which were severely damaged by the torrential rains in August this year.

PBV's technical staff survey affected houses

Technical staff from Peace Boat Disaster Relief (PBV), a JPF member NGO, joined us in Omachi, Saga Prefecture, where they are conducting relief activities, to investigate under the floors and behind the walls of the damaged houses. Even houses that do not appear to have been damaged from the outside are sometimes found to have mold and the need for restoration work is confirmed when we look into areas that are not easily accessible to the general public. We will continue to carry out support activities so that no one is left behind.

The Peace Boat Disaster Relief (PBV), a JPF member NGO, is preparing to provide equipment and supplies to a community center in Omachi, Saga Prefecture that was affected by the disaster. The community center, which will serve as a base for support, is also a place where local people can interact with each other, and we are coordinating to provide the necessary equipment as soon as possible so that future recovery activities can be carried out.
AAR's support for home-bound evacuees

The Association for Aid and Relief, Japan (AAR), a JPF member NGO, has been providing support to the disabled welfare offices and home-bound evacuees in Takeo City and Omachi Town in Saga Prefecture and Kurume City in Fukuoka Prefecture.
In Takeo City, Saga Prefecture, Omachi Town, and Kurume City, Fukuoka Prefecture, AAR has been providing support to the affected welfare offices for the disabled and evacuees living at home. At the evacuees' homes in Takeo City, emergency measures were taken to repair flooded floors and walls, but furniture and home appliances were also out of service, so we first provided them with washing machines, chests of drawers, and other necessities.

JCSA Supports Vehicle Lending in Areas Affected by Torrential Rain in August

The Peace Boat Disaster Relief (PBV), a JPF member NGO, is continuing its support activities in Omachi-machi, Saga Prefecture, through a local exchange base. Technical volunteers have also come to support the center, and are working to restore flooded houses.
Rebuilding flooded houses requires removing mud, drying under the floor, disinfecting, etc., so the presence of volunteers with skills and knowledge is indispensable.

AAR's support for welfare offices and home-bound evacuees

AAR, a JPF member NGO, has been providing support to those affected by the earthquake and tsunami in Takeo City and Omachi Town in Saga Prefecture, and Kurume City in Fukuoka Prefecture. On September 9, they started the JPF project, "Support for the restoration of welfare facilities for the disabled in the areas affected by the 2021 torrential rains and distribution of supplies to victims at home.
They will continue to support the restoration of the affected welfare offices for the disabled, and also pay attention to the evacuees staying at home, and continue our support activities so that no one is left behind.
JCSA's Support for Vehicle Lending in Kurume City, Fukuoka Prefecture

The Japan Car Sharing Association (JCSA), a JPF member NGO, has been lending out vehicles in the areas affected by the torrential rains in August. JCSA has also set up a lending base in Kurume City, which was severely damaged, to support the daily transportation for those affected by the disaster. In Kurume, some areas have been flooded for four years in a row. We hope that you will support the activities of JPF and its member NGOs to support those who are suffering from mental and economic exhaustion due to the repeated flooding.
PBV's support for soup kitchen in Omachi, Saga Prefecture

The Peace Boat Disaster Relief (PBV), a JPF member NGO, is rebuilding lives in Omachi, Saga Prefecture, which was hit by torrential rains in August, through local exchange centers. Their support activities include providing meals to the people affected by the disaster in cooperation with the local Omachi Council for the Promotion of Better Dietary Habits and disaster response NPOs that rushed to help from all over the country.
Our support activities are based on the requests and needs of the affected areas, and are being carried out with due consideration for the prevention of infectious diseases. We would like to thank everyone for their continued support.

JCSA's Support for Vehicle Lending in Takeo City, Saga Prefecture

The Japan Car Sharing Association (JCSA), a JPF member NGO, has been supporting the lending of vehicles in the disaster-stricken areas of Saga and Fukuoka prefectures since soon after the torrential rains in August, based in its Kyushu branch in Takeo City. Since the beginning of September, the project has also been implemented as a JPF funded project, and with the support of companies working with JCSA, we have been lending vehicles to those affected by the disaster and support groups.
PBV Helps Rebuild Lives in Omachi, Saga Prefecture

Peace Boat Disaster Relief (PBV), a JPF member NGO, conducted an advance survey in Takeo City and Omachi Town, Saga Prefecture, immediately after the torrential rains in August, and also provided emergency relief supplies to evacuation centers. At the end of August, they started to provide support for rebuilding people's lives through "local support exchange centers" as a JPF-supported project.

Currently, Japan Car Sharing Association (JCSA) and Peace Boat Disaster Relief (PBV) are providing the following support.

Online Briefing Session on "Emergency Response to August 2021 Japan Floods" Held!

On August 25, JPF held an online briefing session on the "Emergency Response to August 2021 Japan Floods", which was attended by about 50 people from companies and other organizations. Thank you very much for taking time out of your busy schedules!
At the briefing, the JPF Secretariat and member NGOs (Peace Boat Disaster Relief, Association for Aid and Relief, Japan and Peace Winds Japan) talked about the situation in the affected areas, mainly in Saga and Hiroshima prefectures, and the support needed.

- In Omachi Town, Saga Prefecture, the damage is worse than two years ago
The staff of the member NGOs who have been conducting surveys and providing material support on the ground explained the problems of the areas where the full extent of the damage is still unclear, the welfare facilities that have been damaged, and the home-bound evacuees who do not go to evacuation centers due to covid-19 pandemic, using the voices of local people and photos. They also introduced examples of supplies (food and drink, underwear, towels, alcohol gel, insect repellent spray, etc.) that are needed at evacuation centers.
The participants asked questions about the disaster response in the pandemic, the period of time when support is needed, and the implementation of support for single parent households and orphanages.

AAR survey on the disaster situation in Takeo City and Omachi Town, Saga Prefecture

Prior to the implementation of the project, Association for Aid and Relief, Japan (AAR), a member NGO of JPF, has been surveying the situation of the affected welfare facilities in Takeo City and Omachi Town, Saga Prefecture, which were damaged by the torrential rains in August 2021, as well as providing emergency food assistance.
Although the situation in the affected areas has not been widely reported, there are still some areas where the damage has not yet been assessed, so it is important to conduct on-the-spot surveys to identify all the support needs.

Operation Support for Evacuation Shelters by Peace Boat Disaster Relief (PBV) - Omachi Town, Saga Prefecture

Prior to the JPF project, JPF member NGOs have started to provide support in the affected areas in Saga and Fukuoka prefectures. PBV has also participated in the evacuation center management meeting in Omachi town, Saga prefecture. Based on the experience of their support activities in Kumamoto, which was hit by last year's torrential rains in July, PBV is sharing examples of evacuation center management in the pendemic.

Japan Platform (JPF; Chiyoda-ku, Tokyo) decided to launch the emergency response to assist people affected by the floods around Japan. The floods were a result of the heavy rain in July and August 2021, and they have caused serious damages. At this time, we have begun to call for donations.
We will also provide information on the situation in the areas affected by the floods. NGO staff who have assessed the affected communities will also participate in the briefing. We look forward to having those of you from the business community and the media participate in the session.

11 cities and towns in Shizuoka, Tottori, Shimane, and Kagoshima prefectures were affected by the heavy rains in July*1, and 21 cities and towns in Nagano, Shimane, Hiroshima, Fukuoka, Saga, and Nagasaki prefectures were affected by the heavy rains in August*2. Additionally, the Disaster Relief Act has been applied to 21 municipalities in Nagano, Shimane, Hiroshima, Fukuoka, Saga, and Nagasaki prefectures*2. As there is ongoing rain, the possibility of further damage is high.
Many areas that were affected at this time have experienced the disaster multiple times, with torrential rains and floods that have been repeatedly affecting communities across Japan in 2018, 2019, and 2020. For some areas, reconstruction efforts from the previous disaster had finally begun when rain and flood hit them once again this year, and this disaster has taken a heavy toll on the people both psychologically and economically. Local governments, social welfare councils, and civic organizations engaged in local relief activities have also been deeply fatigued. This is what our member NGOs who are in contact with the local communities have reported.
To ensure that no necessary support goes undelivered due to the impact of the new coronavirus pandemic, JPF will provide assistance that meet the needs of the affected areas in accordance with the infection prevention guidelines*3 while we take thorough infection control measures. The fronts that formed in July and August of 2021 have remained over Japan for a long period of time, causing extensive damages in various areas across the country. 11 cities and towns in Shizuoka, Tottori, Shimane, and Kagoshima prefectures were affected by the heavy rains in July*1, and 21 cities and towns in Nagano, Shimane, Hiroshima, Fukuoka, Saga, and Nagasaki prefectures were affected by the heavy rains in August*2. Additionally, the Disaster Relief Act has been applied to 21 municipalities in Nagano, Shimane, Hiroshima, Fukuoka, Saga, and Nagasaki prefectures*2. As there is ongoing rain, the possibility of further damage is high.- Due to the torrential rain in August, as of the 19th of the month, 995 homes were completely destroyed, partially destroyed, or flooded above floor level, and 3,760 homes were flooded below floor level*2. With continued heavy rain, the local governments are still unable to accurately assess the number of damaged structures. Meanwhile, the number of people accepted at evacuation centers is limited due to the coronavirus pandemic, so some families with flooded homes have evacuated to the upper floors of their own homes or are living in their cars, making it difficult for governments and relief providers to grasp the actual needs in these communities.
