On November 19, Japan Platform (JPF; Chiyoda-ku, Tokyo) - an emergency humanitarian aid organization established in 2000 in partnership among NGOs, the government, and the business community - decided to provide emergency winterization assistance in Afghanistan. The country is currently experiencing the worst humanitarian crisis due to the approaching cold winter, and JPF will implement this support under its ongoing humanitarian assistance program in Afghanistan. Overview
- Due to over four decades of conflict, human rights violations, frequent disasters, poverty, drought-induced food crisis, and forced displacement, as well as the more recent COVID-19 pandemic, Afghanistan has been in what can be considered the worst humanitarian crisis even before the Taliban seized power in August.
- In Afghanistan, the temperature drops to 20 degrees below zero Celsius in some places between December and February. Snowfall of several meters blocks the roads and hampers logistics. Severe drought affects one third of the country*1 and food production has been seriously affected. Currently, 19 million people, or 47% of the population, are severely food insecure, and that number is expected to rise to 22.8 million during the winter months*2. The United Nations World Food Programme (WFP) has warned that millions of people will starve to death this winter if emergency humanitarian aid is not delivered immediately. It is estimated that one million children are at risk of dying from severe acute malnutrition if they do not receive life-saving treatment quickly*3.
- Ever since the Taliban began their rule in September, the central bank's asset freeze has caused a sharp decline in domestic cash flow and paralyzed socioeconomic activities. The impact on basic services, the financial system, and rising prices has been devastating to vulnerable households. Urgent action is necessary because cases have been confirmed where children are dying from starvation and being sold off for the family's survival.
- Non-international armed conflicts are on the rise, and between January and September 2021, more than 664,000 people have been displaced from their homes*2. These conflicts also had a serious impact on healthcare facilities and on people's health. As of late August, about 153,000 people were confirmed to have been infected with the novel coronavirus and about 7,000 people had died from COVID-19*1. The medical and health systems in Afghanistan had been operated with the support of the international community, but with that support having stopped now, many facilities have been forced to reduce or close their operations.
- JPF and its member NGOs will provide emergency support to protect people's lives as Afghanistan enters its extremely cold winter months. We will draw on our strength as an organization that has provided continued assistance to the country for 20 years since starting in 2001. Updates will be provided regularly on the JPF website and Facebook page.

About Japan Platform (JPF)
JPF is Japan's emergency humanitarian assistance mechanism that was established in 2000 as an equal partnership among the NGOs, the business community, and the government. During both emergency and non-emergency times, it functions as a platform where the three parties and diverse people can collaborate by leveraging their strengths and resources. Through JPF, Japanese assistance is delivered quickly and effectively to people affected by natural disasters within and outside of Japan, as well as to refugees and internally displaced persons due to conflicts.
