Emergency Water Sanitation and Health Nutrition Assistance by WVJ

Due to the armed conflict that erupted in Ethiopia in November 2020, approximately half of the population in Sire and Adigrat, Tigray, as well as many displaced people who have flowed into surrounding areas, have been denied access to lifelines such as water, food, and essential medicines. Vision Japan (WVJ), a JPF member NGO, is providing emergency water, sanitation, health, and nutrition supplies with the aim of reducing the health risks of the affected population. Recent activities include rehabilitating existing water supply systems, setting up hand washing stations, and preparing and distributing medicines and medical equipment.
GNJP's Food and Medical Assistance in Tigray, Ethiopia

Good Neighbors Japan (GNJP), a JPF member NGO, is providing food and medical supplies to internally displaced persons (IDPs) and affected medical facilities in Mekele, the provincial capital, and adjacent Wukro County, where a large concentration of IDPs have been affected by the protracted conflict. Food aid includes the distribution of flour, beans, cooking oil, etc. Medical supplies include medicines, medical supplies, and medical equipment (microscopes, blankets) to two hospitals and five health centers.
Establishment of a multi-purpose space for adolescents and young adults by PLAN

Many children and adolescents who have fled to Sudan due to the conflict in northern Ethiopia have had serious experiences, including witnessing violence and murder and being separated from their families. Plan International (PLAN), a JPF member NGO, is working to help adolescents regain their physical and mental health, and to live cooperatively with others in a protective environment, by building a multipurpose center where they can learn and practice life skills. The construction of the main building of the multipurpose center (classrooms and meeting rooms) has been completed, and the work on the sports field will be finished by the end of April.
Water sanitation and other support activities by WVJ

World Vision Japan (WVJ), a JPF member NGO, is implementing an emergency water sanitation, health and nutrition support project in Tigray, Ethiopia.
The conflict in Ethiopia remains unabated, with violent armed clashes continuing in the Afar region and other parts of the country. Many people are still forced to live in severe displacement.
Coordination for emergency assistance by GNJP

Good Neighbors Japan (GNJP), a JPF member NGO, continues to coordinate the distribution of food, medical supplies, and other goods for internally displaced persons (IDPs) due to conflict in the Tigray, Amhara and Afar provinces of Ethiopia. Due to the deteriorating situation in the region and other factors, we will extend the period of our activities until April.
Situation in Northern Ethiopia

In the conflict between the government and ethnic minorities in northern Ethiopia, drone strikes have caused civilian casualties. It is hoped that the conflict will end as soon as possible to prevent further casualties among the more vulnerable.
JPF will continue to provide assistance to the people affected by the Ethiopian conflict, with due consideration for safety.
Rebels Recapture of Northern Lalibela

In Ethiopia, the government declared a state of emergency at the beginning of November 2021, and the conflict with the rebel group “Tigre People's Liberation Front” has been intensifying. On December 12, it is reported that the rebels have retaken Lalibela in the northern region, which is also a World Heritage City. While giving top priority to safety, JPF member NGOs provide support to internally displaced people in the states of Tigray and Afar, as well as to refugees who have fled to Sudan.
Worsening Situation in Ethiopia

On the 2nd of this month, the government of Ethiopia, where JPF member NGOs are conducting support activities, declared a state of emergency. The UN Security Council has asked that activities such as material support not be restricted.

Helping Refugees in Sudan

Plan International (PLAN), a JPF member NGO, is providing assistance to refugees fleeing the conflict in Tigray State, Ethiopia. Since late July, PLAN has been providing protection and psychosocial support, especially to children and youth, in Gadaref State, Sudan.
Similarly, the Association for Aid and Relief (AAR), which is working with Ethiopian refugees in camps in Sudan, has extended its operations until November to support water and sanitation.

JPF Member NGOs Provide Water and Sanitation Assistance to Ethiopian Refugees

Due to the armed conflict that broke out in northern Ethiopia in November 2020, many Ethiopians fled to neighboring Sudan. However, the refugee settlements lack supplies for hygienic living and there are concerns about the spread of infectious diseases, so the Association for Aid and Relief, Japan (AAR), a JPF member NGO, is distributing hygiene products, setting up hand-washing stations, and raising awareness about COVID-19 infection prevention.
JPF Member NGOs Support People Affected by Conflict in Ethiopia

The armed conflict that broke out in Tigray State, Ethiopia last November has affected many in the country and displaced more than 60,000 people to neighboring Sudan.
JPF member NGOs, Association for Aid and Relief (AAR) and World Vision Japan (WVJ), have been implementing projects to improve water and sanitation in Ethiopian refugee settlements in Sudan and to improve child malnutrition in the country.
JPF Member NGOs Provide Assistance in Conflict-Ridden Ethiopia

Six months after the outbreak of the conflict, armed conflicts continue to rage in various parts of Ethiopia's Tigray region.
Mark Lowcock, the United Nations Emergency Relief Coordinator, said that "it is the civilians who are most affected" and that humanitarian aid is needed more and more.
GNJP, a JPF member NGO, is distributing food to internally displaced households and providing medicine and medical supplies to medical institutions in order to protect the lives and livelihoods of the affected people. We are in the process of selecting local volunteers for distribution and procuring supplies.
GNJP Assisting Conflict-Affected People in Ethiopia

In November last year, armed clashes broke out between the Tigray People's Liberation Front and the government forces in the Tigray region of northern Ethiopia, and despite the government's declaration of victory announced at the end of November, fighting is still continuing in a wide area of the region.
The conflict has caused a lot of damage, and Good Neighbors Japan (GNJP), a JPF member NGO, has been providing support as a JPF program in the areas of Tigray where there is a high concentration of internally displaced people. GNJP is distributing food to the affected people and medicines and supplies to the affected medical facilities. They are also distributing additional nutritional supplements to children under 5 years old and lactating women to provide them with essential nutrients such as vitamins and proteins.

On 4 November 2020, in Ethiopia, where ethnic conflicts have surfaced in recent years as democratization progressed, armed conflict broke out between the Tigray People's Liberation Front and government forces.
On 25 February, Japan Platform (JPF) decided to launch an emergency response program to support the people in need of assistance due to the humanitarian crisis in Ethiopia. This includes people within Ethiopia as well as Ethiopian refugees who have fled to neighboring Sudan.
JPF, in collaboration with its member NGOs, decided to provide assistance in the form of food distribution, NFI (non-food items) distribution, medical supply provision, and WASH facility installation, as well as hygiene item distribution to prevent the spread of the new coronavirus.

<Overview>
- On 4 November 2020, in Ethiopia, where ethnic conflicts have surfaced in recent years as democratization progressed, armed conflict broke out between the Tigray People's Liberation Front and government forces.
- As a result of this conflict, there is a need to provide assistance to the remaining residents of Tigray Region, internally displaced persons (IDPs) within the region, IDPs who have fled but returned from outside the region, and IDPs who have fled to the neighboring Amhara and Afar Regions. More than 1.3 million people need assistance, including refugees from neighboring Eritrea and Ethiopian refugees who have fled to Sudan.*1 In addition, food assistance to Tigray Region through the government's Productive Safety Net Program (PSNP) has been delayed due to the conflict,*2 and this is affecting approximately 1 million people. Overall, around 2.3 million people are in need of assistance.*1
- Crops and livestock have been looted and burned due to the conflict, and local agriculture has been devastated with equipment and vehicles also looted and destroyed. Since the markets are disrupted as well, it has become very difficult for people to secure daily food supplies. Malnutrition among children and pregnant and lactating women is also worsening in the entire Tigray Region.
- Hundreds of thousands of people have been displaced by the conflict and are in need of shelter and basic household items such as cooking utensils and blankets. Many displaced people are also living in overcrowded collective centers without separate spaces for men and women, which increases the risk of gender-based violence (GBV).
- Many healthcare facilities have also been closed due to the conflict, resulting in limited access to medicines and medical services, including for people with chronic illnesses and those injured in the conflict.
- Additionally, damages to water, sanitation, and hygiene (WASH) facilities have increased the risk of infectious disease outbreaks, including COVID-19.*3
- Finally, compounding and simultaneous challenges such as the worsening food security due to damages to crops, caused by the persisting desert locust invasions since June 2019, and the spread of COVID-19 are further exacerbating the humanitarian crisis among people affected by this conflict.*1
- Under these circumstances, JPF decided to provide assistance in the form of food distribution, NFI (non-food items) distribution, medical supply provision, and WASH facility installation, as well as hygiene item distribution to prevent the spread of the new coronavirus.
- JPF member NGOs Good Neighbors Japan (GNJP) and World Vision Japan (WVJ) will be working in Ethiopia, while Association for Aid and Relief, Japan (AAR), will be working in Sudan.
JPF will continue to assess the damages and needs in cooperation with local governments and JPF member NGOs and will provide prompt assistance. We will be posting regular updates on this program on JPF's website and Facebook page.
