Typhoon Faxai Response: AAR Supporting Recovery of Welfare Facilities for Disabled Persons

Association for Aid and Relief, Japan (AAR), a JPF member NGO, has begun its recovery support for welfare facilities serving persons with disabilities in the two cities of Kisarazu and Minamiboso in Chiba Prefecture. AAR has conducted needs assessment with welfare facilities in the areas affected by the typhoon in Chiba and has also distributed relief items so far. From here on, they will support two specific welfare facilities serving the disabled in Minamiboso and Kisarazu that have sustained especially severe damages. AAR’s support includes the provision of items necessary for activities among the disabled facilities users, repairs of vehicles used to transport the users, and the rebuilding of agricultural greenhouses and rest spaces.

Emergency Response to Typhoon Faxai: PWJ Supporting the Operation of Disaster Volunteer Center

JPF member NGO Peace Winds Japan (PWJ) began to support the operation of the disaster volunteer center in Kyonan, Chiba prefecture. PWJ has sent its staff to Kyonan and they are in charge of placing tarps over damaged rooftops of local homes.

With widespread damages over a large area from this typhoon, we expect medium- to long-term assistance to be needed for recovery and reconstruction. We thank you in advance for your continued support for our efforts.

Emergency Response to Typhoon Faxai: Roof Tarping Workshop for the Self Defense Forces

On September 28, JPF member NGO Peace Winds Japan (PWJ) held a roof tarping workshop specifically for around 120 members of the Japanese Ground Self Defense Forces (GSDF).

After an expert provided explanations and demonstrations, the GSDF members departed to assist in the roof tarping of homes damaged by the typhoon. Since roof shapes vary, these GSDF members were required to adapt the skills they just learned to what they actually found on the roof. We hope that their relief activities will continue to go as safely as possible.

Emergency Response to Typhoon Faxai: Please Support JPF’s Relief Activities via LIFULL Social Funding

Given the prolonged and expanded damages, JPF has launched the Emergency Response to Typhoon Faxai. Working in cooperation with JPF member NGOs and the local people, we will provide the following assistance and strive to improve the conditions in the communities affected by this typhoon:

  • Workshops for placing tarps over damaged roofs
  • Management support for disaster volunteer centers
  • Provision of relief items and services for the residents who have been affected by the typhoon and are still living in their own homes (in-home evacuees)
  • Assistance towards resuming the operation of social welfare facilities including provision of necessary equipment and reconstruction of the facility

Needs assessment conducted in severely affected communities in Chiba Prefecture (2): A word of appreciation to Kikkoman Corporation for donating 3000 bottles of vegetable juice to Futtsu

Members of the JPF Emergency Response Division and Public/Media Relations Division visited the cities of Futtsu and Tateyama as well as the town of Kyonan in Chiba Prefecture to understand the immediate and mid-to-long term situation and conduct needs assessment for the Emergency Response to Typhoon Faxai.
In Futtsu, where JPF had worked with corporations to deliver material aid following a request from Mayor Takahashi, JPF staff talked with Mr. Kazuhiro Kashima, Head of the Secretarial and Public Relations Section, General Affairs Division, who was involved.
Kikkoman Corporation responded to the need to compensate for the lack of vegetables within the city. The city was delighted to receive 3000 cans of vegetable juice, just two days after making their request. The cans were distributed to people who need them and at elementary schools along with advice on staying healthy from public health nurses working for the city.
We express our sincere gratitude to Kikkoman Corporation for their swift response. We also thank Mr. Kashima for taking the time out of his busy schedule to meet with us. We hope that those at the city office will take care of themselves as well during this difficult time.
JPF strives to deliver aid to those in need by working with companies when disasters strike.

Members of the Japan Platform (JPF) Emergency Response Division and Public/Media Relations Division are visiting Chiba as part of the Emergency Response for Typhoon Faxai.

Volunteer organizations that are part of the JVOAD Technical Expert Committee also gathered and are working together to plan out the assistance to be carried out. We must prevent secondary disasters such as residents injuring themselves conducting repairs on rooftops.
“Depending on how they are installed, the tarp is good for about six month to a year. There are some that need to be reinstalled right now. We are also holding workshops on how to install tarp, but as of now, professionals are doing it pro bono, which is not sustainable. Going forward, we have to simultaneously provide assistance in both installing the tarp and training people that can install tarp (ADRA).”
Local carpenters and fire fighters who want to help in some way are also coming to volunteer.
Based on the assessment on immediate and mid-to-long term needs, JPF will work with its member NGOs as well as local governments and social welfare councils to deliver assistance swiftly. We ask for your support through donations!

  • As the estimated time required for restoration of electricity within Chiba Prefecture has been significantly extended, some communities expect to have no power or running water until the end of September. In addition, subsequent heavy rain may force some remaining households to evacuate, causing the total number of evacuees to increase substantially. Although the lack of supplies is expected to be resolved, the extent of damages and need for assistance may also increase as JPF gathers further information on assistance needed to repair houses and for affected people of the typhoon who have stayed in their homes.
  • JPF responds to requests for assistance from the cities of Tateyama and Futtsu. On September 15, it delivered supplies by working with corporations.
  • JPF has decided to launch a program as damages stemming from the typhoon are prolonged and increasing enough to meet its criteria to act. It will continue to work with local governments and JPF member NGOs to understand the extent of the damage and gather information on what is needed to swiftly implement assistance. Future developments will be reported on the JPF website and Facebook.
